Kevin Messinger was suspected of stealing a $200 appliance, which resulted in police from two local jurisdictions chasing him the wrong way on a highway. Officers later claimed they weren't chasing him but "checking on the motorists left in his wake." Messinger's car struck Jolene LaBar's car head on at full speed, killing both.
