Trooper Jose Mena conducted a traffic stop on Hector Manuel Castillo-Perez, who was driving a green Chevrolet pickup without a seat belt. Castillo pulled over. Trooper Mena stepped out of his patrol other. Castillo drove away. Trooper Mena pursued Castillo onto a dirt road. The pickup crashed, injuring Castillo and five people entering the United States illegally. Hernandez, the sixth undocumented person in the truck, died in the crash.
