Deadly force
Police were aware of Kimsey's history of suicide attempts. In their second contact within a day, a team of six officers in a "Special Response Team" was sent for a "welfare check" on Kimsey, allowed the situation to develop into a six-hour standoff. 33 bullets were fired. 14 struck Kimsey. His family brought a wrongful-death suit, uncovered basic inconsistencies in the police version of events, and settled for $130K.
