Officer Kyle D. Dozier drove his patrol car to the scene of a Priority 2 call without using his lights or sirens. Driving at 80 mph in a 35 mph zone, he struck a blue Scion, killing Dr. Medrano. Dr. Medrano was a prominent chemist from Buenos Aires, and a researcher at the Baylor College of Medicine. Officer Dozier, also wounded in the crash, had served HPD for less than a year.
