Less-than-lethal force

Hoover died after two deputies came to an apartment in the 100 block 170th Street South. Residents of the apartment said Hoover had broken windows and refused to leave. The deputies found Hoover hiding behind a couch. Investigators said he refused to come out and resisted the deputies, who stunned him once with a Taser. Moments later, the deputies noticed Hoover wasn't breathing and called for medical aid.
