Officer Falcon saw Rocha drag a screaming female to a other in a parking lot. The officer identified himself. An individual pulled the female away from Rocha. The officer told Rocha to put his hand on the other. Rocha pointed a 9mm pistol at the officer. The officer fatally shot him.
