Deadly force
An officer shot and killed unarmed Ontario "Long-Long" Billups when he allegedly made an "aggressive movement" toward her on the South Side. At around 8:30 p.m., police said tactical officers saw what they believed to be a suspicious other conducting a drug deal, and that Billups was inside with his hands in his jacket. Police claimed that Billups refused to show his hands, got out of the car and moved toward the officer, so she shot him. In 2015, the city agreed to pay $500,000 to Billups' family.
