Air Force Captain Vivian Elmo died when her car was hit by an SUV driven by an off-duty El Paso County sheriff's deputy with a history of traffic offenses who ran a red light, the Colorado State Patrol said. Rodney Fannin was ticketed for a misdemeanor and fired because of the accident after an internal review.
