Deadly force
Disputed: An off-duty police officer thought that he saw someone trying to rob a car in his neighborhood, and that Bitz ran when confronted. The officer took his own personal other to follow Bitz, said that Bitz got in the drivers' side of the car, and reached for his waist. The officer then shot him to death. A neighbor said that Bitz was simply changing a tire for someone. He was on parole, which may have explained why he ran. No weapon was recovered.
