Anthony was a deaf and mentally ill cyclist on whom police were called in the parking lot of a local bank. The responding officer found Anthony uncooperative and attempting to peddle off. The officer tasered Anthony, and Anthony died of his injuries. (Contrary to widespread reporting Scotland Neck is in NC, not SC.)
