Deadly force

Azcuy was the passenger in a green Kia caught in a narcotics trafficking sting. The other's occupants were ordered to show their hands. The driver complied, but Azcuy is said to have made an evasive move, and officers perceived a dark shiny object in his right hand. He was shot to death. Later it emerged that he'd been holding a cell phone.
