Army veteran of Kosovo and Afghanistan Chappell began acting erratically at home, attributed by family members to PTSD. A police visit to take him to a hospital developed into a confrontation, Chappell was tasered, and died in an ambulance. His mother called the police version of events "fabricated and corrupt".
