Less-than-lethal force
Brown, in an act of vandalism evidently out of character, threw at rock that damaged the front door of the house of an off-duty county police officer. The officer chased Brown down. As a result of their encounter Brown was asphyxiated in a choke hold. The officer was indicted for both voluntary and involuntary manslaughter; in April 2014 "Christopher's Law" requiring police officers to be trained in CPR, cultural sensitivity, the proper use of force, and interacting with the physically and mentally disabled passed the MD General Assembly but was vetoed by the governor.
This record exists so that Christopher Brown, and all who are named in this archive, are never reduced to a number.
