Filipino-born oil field worker Havard, in the middle of Plentywood's civic centennial celebration, led police on an early-morning high-speed chase that ended in the parking lot of a nightclub and casino. Havard emerged from his other with a weapon and engaged officers several times. They fatally shot him.
