Distraught Teen, Evan had assaulted Mom and Neighbor and took mothers car without permission. Evan was contained in his residence when Stafford Deputies entered and shot Evan after unnecessarily escalating the situation through taunts and failure to coordinate with other responders. Deputies fired shots despite others being present in other residences within same structure.
