David Sal Silva was beaten to death by sheriff's deputies and California Highway Patrol troopers who alleged he resisted arrest. Witnesses allege Silva was passed out on the street and offered no resistance. The death was ruled an accident. In 2016, David Silva's family received a $3.4 million settlement from Kern County.
