An undercover officer reportedly purchased rock cocaine from Jeffery B. Lilly Jr., who fled on foot before a narcotics team could arrest him. Lilly fell as the officers were chasing him and a struggle ensued. An officer tased Lilly during the struggle. Lilly became unresponsive shortly after he was handcuffed and died.
