At about 8:30 p.m., officers in an unmarked police car allegedly saw 17-year-old Dorian Williams' 2013 Volkswagen Jetta run a stop sign on 82nd Street in the Avalon Park neighborhood. Police said the officers turned on their emergency lights and began chasing Williams, then deactivated the lights when speeds reached 50 mph, though they kept following him. Williams turned right on Blackstone, clipped a Pontiac Sunfire, then hit Eugene Ratliff and two of his friends, killing Ratliff. The three were crossing the street. In 2016, the city agreed to pay $1.375 million to Ratliff's family.
