According to HPD, officers responding to a suspicious person call found Baltazar standing in the middle of the street, shouting. Baltazar punched officers. Officers tasered Baltazar. As paramedics treated Baltazar at the scene, he began to seizure. His family told responders that Baltazar was high, possibly on LSD. He died on Oct. 10.
