Officer Abraham Cortes, off-duty but in uniform, was working as a Wal-Mart security guard when he arrested Allen for huffing compressed air. Allen, who did not resist arrest, became unresponsive some time later. Officer Cortes gave Allen chest compressions and told others present to call 911.
