Jones was the passenger in a car involved in a minor accident in a drive-through restaurant, exited the other, and attempted to run away. Off-duty but uniformed SAPD Officer Robert Encina working security shot him in the back on the claim that Jones had a weapon. Many witnesses disputed the officer's account.
