Jasmine Rodriguez, a second-grader at Welborn Elementary School, died after a other fleeing police ran a red light and hit the van she was riding in. Shortly after Jasmine's death, KCKPD announced they would only pursue people suspected of serious felonies while the department studied its pursuit policy.
