Richard Ramirez was confronted by an officer who identified him as a suspect from an earlier robbery. Ramirez was in the back seat of a car with several other people and refused to follow the officer's commands to show their hands. The officer shot Ramirez when he made a downward reaching motion. No weapon was found. Shooting ruled justified.
