Officers called to scene of drunk man threatening his brother with a knife encountered Jose Cardenas Beltran, who was armed with a knife and fled from them on foot. Police tased Beltran but he shrugged it off. They cornered Beltran and he advanced upon them, throwing the knife just as officers opened fire and killed him.
