Two local officers pulled over a BMW SUV for a minor traffic violation at 12:30 a.m. Rowe, a passenger, dashed out of the car and attempted to escape on foot, then pulled a weapon. He was fatally shot. Rowe had served 40 months in prison for an earlier similar incident.
