Deadly force

Witnesses called police when they saw Waddel acting strangely and after he had fallen down. Paramedics came to help Waddel, but he pulled a knife on them. He then walked inside of a business and had a confrontation with a man inside, at which point an officer shot him to death, and kicked the knife away. Waddel suffered from schizophrenia.
