Neighbors reported hearing a man screaming inside the home of Westrich saying that someone was trying to break his arm. When officers arrived they said that Westrich shot at them, and they returned fire killing him. Another man at the scene was not charged. Westrich had been arrested in the past for driving on intoxicants, and suffered from bipolar disorder and PTSD.
