Deadly force
Officer heard a car crash, and when he went to investigate he saw Manley fleeing the crash. The officer caught up to Manley and shot him during a struggle over his gun. Second officer arrived and stunned him with a Taser, but it wasn't until a third officer arrived that he was restrained.
