Deadly force
Police were sent to Hammen's home, after they were told he was suicidal. The officers could not find Hammen at that time, but were dispatched there several hours later when the home and outbuildings were on fire. He came out with a blowtorch and a handgun, and refused orders to drop them. He was shot and killed.
