Leroy had robbed a pedestrian and then shot the pedestrian. While officers were responding, on duty Border Patrol agents were in the area and saw a man run from the scene. He then attempted to carjack the driver of a other at gunpoint. He apparently refused to surrender his gun and was shot and killed.
