A county law enforcement officer, charged solely with providing bailiff services for justices of the peace and serving civil papers, had tried to stop Burrola for speeding and not having a visible license plate on his motorcycle. When he fled, the deputy chased him at speeds up to 100 mph. Burrola crashed and died.
