Deadly force
According to police, a man, identified by family as 73-year-old Francisco Serna, was brandishing a gun when Officer Reagan Selman shot and killed him. No gun was found. Serna apparently suffered from dementia. The Police Department's Board of Review had originally cleared the officer following the shooting--but the District Attorney's office also chose to review the incident.
This record exists so that Francisco Serna, and all who are named in this archive, are never reduced to a number.
