Police responded to a report of an attempted kidnapping on Carmela Lane. They made contact with Hector Ruben Navarrete on Pecos Street. He was allegedly in a stolen car. He attempted to flee, rammed the officer's car, and the officer shot and killed him. Police alleged vehicular assault.
