During a traffic stop, shots were fired from the car, injuring one officer, police said. Two men tried to flee on foot, and there was an exchange of gunfire. Rafael Navarro-Garcia fired upon officers with a handgun and was killed, and the other man, Erick Bernal, 17, fled.
