Georgia State Patrol said Michael Clarke was driving a stolen dirt bike when he hit a car as the other driver attempted to turn left. Witnesses said they saw police chase Clarke and a friend, but police said they weren't chasing him; Atlanta police were just behind him. It's illegal for off-road vehicles to be on any Atlanta streets.
