According to police, Howard Stiltner was arrested on an obstruction charge, but ran away as police walked him into the police department. Despite a search that included a K-9, police were unable to find him. Stiltner's body was found in the Kanawha River near Riverwalk Plaza in South Charleston two days later. His hands were handcuffed behind his back when he was located. Preliminary evidence reportedly suggests Stillner drowned.
