A shoplifting and stolen car complaint led to a deadly crash. Police said Duane Levi Quigg was killed just moments after his other was struck by a fleeing car, just after a chase with the suspect was called off. Muskegon County Prosecutor D.J. Hilson's office authorized the open murder charge against Victor Thompson, 37, the person allegedly driving the fleeing car.
