Eric Dempsey, 39, was stopped for a traffic violation when he sped off. He allegedly sped through a stop sign and crashed into a other traveling on Tallman Street, which does not have a stop sign and killed Edward Rice, 49, and Robert "Bubba" Owens, 22.
