Officers noticed a driver allegedly acting suspiciously and conducted a traffic stop for speeding. The driver, Douglas Kemp, stopped on Hicks. During the stop, officers asked Kemp to get out of the car. Kemp allegedly produced a handgun and didn't comply with officers' orders, and he was shot and killed.
