Officers reportedly smelled a "strong odor of cannabis" coming from Curtis Pugh's Nissan. When officers pulled up to the other, Pugh allegedly sped off with two passengers inside, swerving through traffic and running stop signs and red lights before driving onto a sidewalk and killing Julia Callaway.
