Officers responding to a call of man who wouldn't leave another man's porch encountered Rashaun Washington in the driveway, holding a pair of garden shears wrapped in a t-shirt that he claimed was a bomb. Washington told police to kill him or the bomb would go off and kill everybody. After a 30-minute standoff, Washington advanced on one of the officers, who shot and injured him. Washington died later in the hospital.
