Deadly force

Officers responded to reports of a domestic violence incident. Toby Bailey ran inside his home, made threats to shoot the officers, and barricaded himself within. Beginning at approximately 9:45 p.m., police negotiators, family members and a pastor tried to get Bailey to surrender. Bailey fired several shots inside the home. After using tear gas two officers entered the home and shot Bailey when he allegedly pointed a handgun in their direction. But Bailey also turned his gun on himself. According to the coroner, either wound could have killed Bailey, it was impossible to determine whether it was a homicide or a suicide.
