Deadly force

Allen Scott Culpepper was emotionally distraught and called 911 from the Clinton Police Department parking lot about 11 a.m., police said. Officers ran outside and saw that the man had multiple firearms within his reach. A standoff began and four hours later, police tried to disarm Culpepper. One officer broke his window and grabbed Culpepper by the arm, another officer shot him with two rounds from a less lethal beanbag gun. Culpepper broke free and grabbed a gun on the dash and shot himself in the chest. At the same, an officer shot him twice, killing Culpepper.
