A Harris County deputy constable was on patrol in a marked patrol other and saw a black Ford Fusion, driven by Deshawn Fortee Brown, 23, traveling at a high rate of speed. The deputy activated his emergency equipment and pursued. Brown ran the red light at an intersection and struck a Lexus Rx350 turning left. The passenger in the Fusion, Devin Malik Francis, was killed.
