Officers responded just before 10 a.m. to a report of a disturbance involving a man with a knife and an explosive device. They confronted a man in the stairwell of an office and parking building, where an allegedly altercation broke out. Officers reportedly used less-lethal weapons before shooting and killing David Downs.
