About 6:45 p.m., an off-duty officer stopped a other for suspected drunken driving. The driver, Benjamin Ballard, was carrying a handgun in a holster on his hip.On-duty police arrived and struggled with Ballard. Ballard was tasered. Ballard was able to draw his gun and point it toward officers, who shot and killed him.
