At approximately 3:40 p.m., officers responded to the report of a bike theft in progress. An officer saw Edwin Morales on a bike that had just been reported stolen. Morales jumped off the bike and ran from that officer. After a short foot chase and a brief struggle, officers secured Morales in handcuffs. While awaiting an ambulance, Morales became unresponsive and died.
