Officers responded to a welfare check earlier in the day. An armed person at that location shot at a police other from a balcony, police said. An Emergency Services Unit was called as Charles Michael Catlett stayed inside his apartment and ignored orders to come out by Plano police. After several hours, Catlett came out of his apartment holding a firearm and shot and killed himself around 2 p.m.
