Trooper Ryan Wingo pursued Timothy Andrew Kemp on U.S. Highway 70 until Kemp abandoned his motorcycle at a dead end on Woodview Lane. Kemp tried to flee on foot, and the trooper reportedly pulled out his Taser. As the trooper got closer, Kemp reached for the gun, and Wingo shot and killed him.
